Full Circle Communities Closes Financing on Grace Terrace, Bringing 25 Permanent Supportive Housing Units to Arlington Heights
ARLINGTON HEIGHTS, Ill. — Full Circle Communities, a Chicago-based nonprofit affordable housing developer, has closed on financing for Grace Terrace, a new 25-unit permanent supportive affordable housing community located at 1519 S. Arlington Heights Road.
Grace Terrace will provide one- and two-bedroom apartments targeted to persons with disabilities and veterans, addressing a critical need for safe, stable, and deeply affordable housing in the northwest suburbs. All 25 units will be supported by project-based vouchers through the Housing Authority of Cook County, ensuring long-term affordability for future residents.
The more than $15 million investment in the Village of Arlington Heights is expected to generate approximately 180 construction jobs and three permanent jobs once the community is operational.
Residents of Grace Terrace will have access to a community room, laundry facilities, a library, on-site property management, and supportive services designed to promote housing stability and independence. The development’s location offers convenient access to grocery stores, public transportation, and nearby employment opportunities.

The project is made possible through partnerships with the Illinois Housing Development Authority, Cook County Department of Planning and Development, the Housing Authority of Cook County, the Village of Arlington Heights, the Illinois Department of Commerce and Economic Opportunity, ComEd, and additional public and private funding partners.
Full Circle Communities partnered with the Housing Task Force, a collective of individuals, faith communities, and community organizations advocating for accessible and affordable housing in the northwest suburbs. The partners marked the project with a ceremonial groundbreaking celebration on Tuesday, Dec. 4, 2025, at the Arlington Heights Memorial Library.
“This project represents years of advocacy by people who understand how limited housing options are for individuals with disabilities,” said Lorri Grainawi, Co-President of the Housing Task Force and Arlington Heights resident. “Grace Terrace shows what is possible when communities come together to create housing that is accessible, affordable, and rooted in dignity. Developments like this are essential to building inclusive communities where everyone has a place to call home.”
Grace Terrace was designed by architect firm Cordogan Clark & Associates, with Weis Builders, Inc. serving as the project’s general contractor.
Construction is expected to begin in early 2026, with the community anticipated to be completed in late 2026 or early 2027.
