STEPHANIE FRANCE, mission impact specialist

Stephanie serves as Mission Impact Specialist for Full Circle Communities, where she strives to demonstrate the effectiveness of quality housing services, improving resident outcomes and ensuring efficient and consistent operations across Full Circle’s developments. In this role, she promotes the advancement of the organization’s mission-driven initiatives with emphasis on resident-centered services. 

Stephanie holds more than 15 years of experience advancing housing access, youth programming and development, and community well-being. Prior to joining Full Circle, Stephanie worked for the Chicago Housing Authority and helped manage one of their asset-building programs, guiding its transition from external management to in-house operations to better serve residents. In this role, she recruited and led a new team of coaches, ensuring service delivery met HUD standards and supported long-term resident success.

Earlier in her career, Stephanie worked as a Program Specialist, where she developed and promoted youth partnerships that created more than 2,000 summer job placements annually. She was also a Senior Compliance Analyst, where she conducted site reviews to address the concerns of residents with disabilities and analyzed housing accessibility across developments and community spaces.

Stephanie holds a M. Ed. in School Counseling from DePaul University and a B.S. in Architectural Studies from the University of Illinois at Urbana-Champaign. Stephanie blends a deep understanding of people and place, and maintains compassion for mentoring youth, fostering partnerships, and driving innovative housing strategies that help individuals and families thrive.
